Representatives of deposit insurers from the countries of the Eurasian region shared their experience in protecting the interests of depositors and bank creditors at a workshop organized by the State Corporation "Deposit Insurance Agency" (DIA) on April 22-23, 2025, in Nizhny Novgorod. According to Andrey Melnikov, General Director of DIA, such workshops promote an in-depth study of the practical experience of deposit insurers in the Eurasian region.

On April 9, 2025, a meeting of the Expert Group on harmonization of legislation in the field of insurance (guaranteeing) of bank deposits, liquidation, resolution and bankruptcy of credit institutions in the Eurasian Economic Union under the Advisory Committee on Financial Markets of the Eurasian Economic Commission (hereinafter – the Expert Group) was held. The meeting was conducted via videoconference. During the meeting of the Expert Group, a discussion was held on the issues of implementing the harmonization of legislation of the member states in the field of insurance (guaranteeing) of bank deposits, integration processes within the EAEU, and the formation of a common financial market.

In accordance with the decision of the Council of Heads of Deposit Insurers of the Eurasian Economic Union (EAEU) member states, a practical workshop for employees of deposit insurance (guarantee) organizations of the EAEU member states was held via videoconference on March 4, 2025, on the topic "Information Policy of Deposit Insurers and the Practice of Raising Public Awareness about the Deposit Insurance System and its Protection."

The State Corporation "Deposit Insurance Agency" (DIA) has summarized the results of its information and awareness program dedicated to the 20th anniversary of the deposit insurance system. A celebratory event, during which prizes were awarded to the finalists of a student competition, took place on February 26, 2025, in Moscow. The anniversary campaign, organized by DIA to increase the financial literacy of citizens, was held throughout the country over the past year. A mobile exhibition, "20 Years of the Deposit Insurance System," was displayed in the State Duma and at eight university campuses. It was attended by about 30,000 people.

On February 19, 2025, in Bishkek (Kyrgyz Republic), international events for the deposit insurers of the Eurasian Economic Union (hereinafter - EAEU) were held, including meetings of the Council of Heads of Deposit Insurers, the Expert Group on Harmonization, and the Working Group on Digitalization. As part of the activities of the Expert Group on harmonization of legislation in the field of insurance (guaranteeing) of bank deposits, liquidation, resolution and bankruptcy of credit institutions in the Eurasian Economic Union under the Advisory Committee on Financial Markets of the Eurasian Economic Commission (hereinafter – the Expert Group), a regular meeting was held on February 19, 2025, in Bishkek, Kyrgyz Republic, organized by the Deposit Protection Agency of the Kyrgyz Republic.

On January 21, 2025, a meeting of the Expert Group on harmonization of legislation in the field of insurance (guaranteeing) of bank deposits, liquidation, resolution and bankruptcy of credit institutions in the Eurasian Economic Union under the Advisory Committee on Financial Markets of the Eurasian Economic Commission (hereinafter – the Expert Group) was held. The meeting was conducted via videoconference.

The State Corporation "Deposit Insurance Agency" (DIA) will, from January 1, 2027, guarantee the safety of funds contributed under contracts in the life insurance segment, including unit-linked life insurance plans (ULIP contracts), as well as combined contracts. The latter, in addition to life insurance, include protection against accidents, illnesses, and medical insurance. The corresponding Law No. 477-FZ "On Guaranteeing Rights under Life Insurance Contracts" was signed on December 26, 2024, by the President of the Russian Federation, Vladimir Putin. The creation of a guarantee system in the insurance market will strengthen public confidence in voluntary life insurance and expand the development prospects for this segment of the financial market.

The State Corporation "Deposit Insurance Agency" (DIA) plans to expand the channels for depositor payouts. Today, reimbursement can be received via account details, by the "Mir" card number, in cash, or by postal money order. The Head of DIA also announced that starting from January 2027, the Agency will begin operating in a new segment of the financial market for itself as part of protecting retail investors. On December 17, 2024, the State Duma passed a law in its third reading on the creation of a system for guaranteeing rights under life insurance contracts. DIA will guarantee compensation under such contracts for up to 2.8 million rubles, and for the risk of death, up to 10 million rubles.

On December 22, 2024, the State Corporation "Deposit Insurance Agency" (DIA) was admitted to the Islamic Financial Services Board (IFSB) as an observer member. DIA representatives will be able to participate in IFSB working groups, practical workshops, and research projects, as well as collaborate with other Board members on the development of Islamic finance and the insurance of Islamic deposit products. As of the beginning of 2025, the Board included 193 members from 60 countries.

As part of the activities of the Expert Group on harmonization of legislation in the field of insurance (guaranteeing) of bank deposits, liquidation, resolution and bankruptcy of credit institutions in the Eurasian Economic Union under the Advisory Committee on Financial Markets of the Eurasian Economic Commission (hereinafter – the Expert Group), a regular meeting was held on December 12, 2024, in Yerevan, Republic of Armenia. The event was organized by the Deposit Guarantee Fund of Armenia. The meeting was attended by representatives of the Eurasian Economic Commission, deposit protection organizations of the EAEU countries, and financial regulators of the EAEU member states.

On November 20, 2024, the twelfth meeting of the Working Group on Cooperation in the Field of Digitalization of Deposit Insurers of the Eurasian Economic Union (EAEU) was held via videoconference. During the meeting of the Working Group, the participants discussed the 2025 Work Plan and preliminarily approved the following topics for reports and discussion:ensuring the continuous availability of electronic services. Service level; online payouts; AI technologies in the activities of a deposit insurer: first projects; information systems for analyzing the solvency of banks, identifying and assessing risks for the purposes of the deposit insurers (payment of periodic contributions, assessment of the probability of financial deterioration); digitalization of the HR system.

As part of the international events dedicated to the 25th anniversary of the deposit guarantee system of the Republic of Kazakhstan, an International Conference and a meeting of the Council of Heads of deposit insurance (guarantee) organizations of the EAEU countries were held on October 23, 2024, in Almaty. The events were organized by the Kazakhstan Deposit Insurance Fund (KDIF). The participants of the International Conference discussed the role of deposit insurers in shaping a stable architecture of financial security, as well as the investment management of deposit insurers' assets.

As part of the activities of the Working Group on Cooperation in the Field of Digitalization of Deposit Insurers of the Eurasian Economic Union (hereinafter - EAEU) member states, the eleventh meeting was held on October 23, 2024, in Almaty, Republic of Kazakhstan, organized by the Kazakhstan Deposit Insurance Fund. The meeting was attended by representatives of all deposit insurers of the EAEU member states. Representatives of the Deposit Insurance Agency of the Russian Federation and the Kazakhstan Deposit Insurance Fund made presentations on the topic of the use of information subsystems during the period of a bank's temporary administration, its liquidation and bankruptcy, as well as in operating banks.

The event was organized by the Kazakhstan Deposit Insurance Fund. The meeting was attended by representatives of the Eurasian Economic Commission, deposit insurers of the EAEU countries, as well as financial regulators of the EAEU member states.

On September 25, 2024, a meeting of the Expert Group on harmonization of legislation in the field of insurance (guaranteeing) of bank deposits, liquidation, resolution and bankruptcy of credit institutions in the Eurasian Economic Union under the Advisory Committee on Financial Markets of the Eurasian Economic Commission (hereinafter – the Expert Group) was held via videoconference. During the meeting of the Expert Group, a discussion was held on the issues of implementing the harmonization of legislation of the member states in the field of bank deposit insurance (guarantee), integration processes within the EAEU, and the formation of a common financial market.
