Expert Group

In accordance with Minutes No. 2-TZh/KKF dated October 2, 2019, of the meeting of the Advisory Committee on Financial Markets of the Eurasian Economic Commission (EEC), the Expert Group on Harmonization of Legislation in the Field of Insurance (Guaranteeing) of Bank Deposits, Liquidation, Financial Recovery, and Bankruptcy of Credit Institutions in the Territory of the EAEU under the Advisory Committee on Financial Markets of the EEC (Expert Group) was established.

The first meeting of the Expert Group was held on October 3, 2019, in Yerevan, Republic of Armenia. Over the period of 2019–2026, 65 meetings were held (as of August 13, 2026).

The Expert Group is engaged in developing Expert Opinions on the most important and feasible areas (parameters) of harmonizing the legislation of the EAEU member states regarding deposit insurance, liquidation, and financial recovery of insolvent financial organizations, including analyzing leading international experience and best practices.

In 2019–2026, 36 Expert Opinions were approved by the Expert Group:

  • 7 Expert Opinions developed by the Republic of Armenia (including one jointly with the Russian Federation, as well as one jointly with the Republic of Belarus and the Russian Federation);
  • 8 Expert Opinions developed by the Republic of Belarus (including one jointly with the Republic of Kazakhstan and two with the Russian Federation, as well as one jointly with the Republic of Armenia and the Russian Federation);
  • 6 Expert Opinions developed by the Republic of Kazakhstan (including one jointly with the Republic of Belarus and one with the Russian Federation);
  • 5 Expert Opinions developed by the Kyrgyz Republic (including one jointly with the Russian Federation);
  • 20 Expert Opinions developed by the Russian Federation (including one jointly with the Republic of Armenia, two with the Republic of Belarus, one with the Republic of Kazakhstan, three with the Kyrgyz Republic, as well as one jointly with the Republic of Armenia and the Republic of Belarus).
