Overview of Key events in the first quarter of 2026 in the Russian Federation

In the first quarter of 2026, the following events occurred in the Russian Federation in the sphere of deposit insurance (guarantee), liquidation, financial recovery, and bankruptcy of credit institutions, as well as the functioning of the banking market:

1. The 2025 Annual Report of the State Corporation “DIA” has been approved and published.

The average timeframe for preparing the commencement of insurance payouts was 4.3 days. The size of the Mandatory Deposit Insurance Fund (MDIF) reached 1.14 trillion rubles by December 31, 2025. During 2025, 387.8 billion rubles were credited to its accounts.

2. The Strategy for the Development of the State Corporation “DIA” until 2030 has been approved and published.

Among the priority objectives of the strategy are:

– completion of 125 active liquidation procedures by the end of 2030;

– new liquidation procedures should not exceed 3 years in duration;

– continued reduction of expenses related to liquidation procedures.

3. The “Monitoring of Insured Deposits for 2025” has been published.

The total volume of insurable funds in deposits as of January 1, 2026, amounted to 85.8 trillion rubles, increasing by 14.7% over 2025. Households’ deposits grew by 16.3%, individual entrepreneurs’ deposits by 12.5%, and funds in escrow accounts by 16.7%. The average size of a retail deposit as of January 1, 2026, was 419 thousand rubles.

4. A meeting with the Secretary General of the IFSB took place.

On February 2, 2026, at the 17th Summit of the Islamic Financial Services Board (IFSB) in the Sultanate of Oman, representatives of the State Corporation “DIA” discussed with the IFSB Secretary General the issues of establishing a new subcommittee, one of the tasks of which will be the development of a new version of the “Core Principles for Islamic Deposit Insurance Systems.”

5. Insured event: On January 23, 2026, the license of “NMB” CB LLC was revoked.

The State Corporation “DIA” has been appointed to perform the functions of the provisional administration. According to the bank’s reporting as of December 1, 2025, the Agency’s insurance liability is preliminarily estimated at 132.5 million rubles.

6. Plans are in place to insure the electronic money of identified individuals.

A corresponding bill was introduced to the State Duma on February 27, 2026. The bill extends the guarantees of the deposit insurance system to the balances of electronic money of those owners—individuals—for whom identification or simplified identification has been performed.

7. The new Director General of the State Corporation “DIA” has taken office.

By a resolution dated December 24, 2025, the Board of Directors of the State Corporation “DIA” appointed Alexander Yuryevich Zhdanov as the new Director General of the State Corporation “DIA,” effective January 13, 2026.

8. The Bank of Russia lowered the key rate twice.

During the first quarter of 2026, the Bank of Russia lowered the key rate twice, by a total of 50 bps—to 15.50% and 15.00% per annum, respectively.

9. Payment agents will not perform identification of individuals—bank clients.

On March 3, 2026, legislative amendments came into force, excluding the right of credit institutions to delegate the performance of identification or simplified identification of individual clients to banking payment agents.

10. 2025 trends in payment methods for goods and services.

The main trend is an increase in the share of contactless payment methods for goods and services by 4.5 percentage points, reaching 14.1% of the total volume of non-cash payments (QR codes and biometrics: a 1.8-fold increase in quantity and a 1.4-fold increase in volume; electronic wallets: a 1.4-fold increase in quantity and a 1.6-fold increase in amount); since the third quarter of 2025, Bluetooth payments have been gaining momentum (35 million operations totaling more than 33 billion rubles).

11. A draft ordinance of the Bank of Russia on payments in digital rubles based on registers has been published.

The new regulation will allow companies to perform simultaneous credits in digital rubles to a large number of recipients at once in a single transfer (payroll payments, tax payments, etc.).

12. The “Report on the Results of the Public Discussion of the New Concept for the Methodology of Identifying Systemically Important Credit Institutions (SICIs)” has been published.

The Bank of Russia’s Concept formulates principles for categorizing banks into significance groups to differentiate capital buffers starting from 2028. Twelve banks, including six SICIs, and other representatives of the professional community participated in the public discussion. The report presents changes to the SICI identification methodology, taking into account the comments and suggestions received.
