Expert Group
In accordance with Minutes No. 2-TZh/KKF dated October 2, 2019, of the meeting of the Advisory Committee on Financial Markets of the Eurasian Economic Commission (EEC), an Expert Group was established to address the harmonization of legislation in the field of insurance (guaranteeing) of bank deposits, liquidation, resolution, and bankruptcy of credit organizations within the EAEU under the Advisory Committee on Financial Markets of the EEC (Expert Group).
The first meeting of the Expert Group took place on October 3, 2019, in Yerevan, Republic of Armenia. During 2019–2025, a total of 62 meetings were held (as of December 10, 2025).
The Expert Group focuses on developing Expert Opinions on the most important and feasible directions (parameters) of harmonizing the legislation of the EAEU member states concerning deposit insurance, liquidation, and resolution of insolvent financial institutions, including analyzing advanced global experience and best practices.
Between 2019 and 2025, the Expert Group approved 33 Expert Opinions:

7 Expert Opinions developed by the Republic of Armenia (including one jointly with the Russian Federation and one jointly with the Republic of Belarus and the Russian Federation);

8 Expert Opinions developed by the Republic of Belarus (including one jointly with the Republic of Kazakhstan and two with the Russian Federation, as well as one jointly with the Republic of Armenia and the Russian Federation);

6 Expert Opinions developed by the Republic of Kazakhstan (including one jointly with the Republic of Belarus and one with the Russian Federation);

3 Expert Opinions developed by the Kyrgyz Republic (including one jointly with the Russian Federation);

17 Expert Opinions developed by the Russian Federation (including one jointly with the Republic of Armenia, two with the Republic of Belarus, one with the Republic of Kazakhstan, one with the Kyrgyz Republic, as well as one jointly with the Republic of Armenia and the Republic of Belarus).
