Meetings of the Expert and Working Groups, as well as the Council of Heads, Held in Bishkek on February 19, 2025

On February 19, 2025, in Bishkek (Kyrgyz Republic), international events for the deposit insurers of the Eurasian Economic Union (hereinafter – EAEU) were held, including meetings of the Council of Heads of Deposit Insurers, the Expert Group on Harmonization, and the Working Group on Digitalization.

As part of the activities of the Expert Group on harmonization of legislation in the field of insurance (guaranteeing) of bank deposits, liquidation, resolution and bankruptcy of credit institutions in the Eurasian Economic Union under the Advisory Committee on Financial Markets of the Eurasian Economic Commission (hereinafter – the Expert Group), a regular meeting was held on February 19, 2025, in Bishkek, Kyrgyz Republic, organized by the Deposit Protection Agency of the Kyrgyz Republic.

During the meeting of the Expert Group, the following agenda items were discussed:

• Expert Opinion “Financing of Banking Deposit Insurance (Guarantee) Organizations and Sources for the Formation of the Deposit Insurance (Guarantee) Fund” (initial revision);
• Expert Opinion “Procedure for Investing the Funds of the Deposit Insurance (Guarantee) Fund” (initial revision);
• Expert Opinion “Directions for the Use of Funds of the Deposit Insurance (Guarantee) Fund” (initial revision);
• Expert Opinion “Right of Claim of the Deposit Insurer against a Bank in Liquidation (Recovery of Funds)” (initial revision);
• Expert Opinion “Priority of Claims of the Deposit Insurance (Guarantee) Organization and Insured Creditors – Individuals” (initial revision);
• Expert Opinion “Public Awareness of the Deposit Insurance System” (initial revision);
• Expert Opinion “Reimbursement upon Online Application and in a Non-Application Procedure” (initial consideration);
• Recommendation for the regulation of the common financial market.

A meeting of the Working Group on Cooperation in the Field of Digitalization of Deposit Insurers of the EAEU member states also took place. Specialists from the Deposit Insurance Agency of the Russian Federation shared their experience in ensuring the continuity and accessibility of electronic services.

Furthermore, a meeting of the Council of Heads of Deposit Insurers of the EAEU member states was held. The participants exchanged information on the situation in the banking sector and the deposit insurance (guarantee) systems, discussed issues of harmonizing legislation in the financial markets of the EAEU member states and the activities of the Working Group on Digitalization, and also reported on the further development of the EAEU Information Portal on Deposit Protection.

The events were attended by representatives of deposit insurers and financial regulators of the EAEU member states and the Republic of Uzbekistan, as well as representatives of the Eurasian Economic Commission.
