DIA Summarizes Results of the "20 Years of the Deposit Insurance System in Russia" Information and Awareness Program

The State Corporation “Deposit Insurance Agency” (DIA) has summarized the results of its information and awareness program dedicated to the 20th anniversary of the deposit insurance system. A celebratory event, during which prizes were awarded to the finalists of a student competition, took place on February 26, 2025, in Moscow.

The anniversary campaign, organized by DIA to increase the financial literacy of citizens, was held throughout the country over the past year. A mobile exhibition, “20 Years of the Deposit Insurance System,” was displayed in the State Duma and at eight university campuses. It was attended by about 30,000 people. The program’s events were held in the Far Eastern, Southern, Siberian, and Ural Federal Districts, as well as in Moscow. Open lectures on the deposit insurance system were delivered by DIA executives at ten universities.

Part of the awareness campaign was DIA competition on knowledge of the deposit insurance system. Students from 26 Russian universities participated. At the summary event for the anniversary program, DIA executives congratulated the winners and prize-takers of the competition. Among those awarded were students from Lomonosov Moscow State University, MGIMO University, Kutafin Moscow State Law University (MSAL), Voronezh State University, the Vologda branch of the Presidential Academy, Far Eastern Federal University (FEFU), Orenburg State University, the Russian State University of Justice, Gubkin Russian State University of Oil and Gas (National Research University), and Saint Petersburg State University.

At all the universities where the exhibition was held, DIA and the Russian “Znanie” (Knowledge) Society conducted a series of intellectual games. Student teams competed in erudition, answering questions on financial topics. The winners and most active participants were awarded diplomas and commemorative gifts.

“The deposit insurance system is constantly evolving; the insurance limit has increased 14-fold in 20 years. It is planned to increase it to 2.8 million rubles for long-term deposits in the near future. We are interested in having ‘long-term funds’ in the banking system to finance large projects in our country.”

The importance and value of financial education programs were noted by Alexey Guznov, State Secretary – Deputy Governor of the Bank of Russia:

“The Agency has carried out extensive information and awareness work. And it is great that the most active part of the audience was covered—the younger generation, which is becoming a noticeable part of the economy. Since 2003, from the moment the deposit insurance system appeared, it has transformed from a niche instrument into a full-scale mechanism for protecting the funds of individuals and small and medium-sized businesses. And DIA has become, by and large, a mega-insurer of various types of savings, including pension savings, and an important factor in ensuring financial stability and protecting the rights of consumers of financial services.”

According to DIA General Director Andrey Melnikov, DIA’s awareness program could not have taken place without the participation and patronage of the Bank of Russia—the flagship in implementing the strategy to improve financial literacy.

“In the near future, with our partners, we intend to concentrate on educational projects in universities. Because it is the higher education system that creates the human resource base for ensuring the financial stability of the state.”

Financial literacy is directly related to the two most relevant areas of work in the economy: attracting investments and combating fraud, noted Anatoly Kozlachkov, President of the Association of Banks of Russia.

“The younger generation must have the knowledge to manage financial assets and to counter fraudsters. This is a huge field of activity, and the state is counting on it. Go for it!”
