Overview of Key Events in Q2 2026 in the Republic of Belarus

In the second quarter of 2026, the following events occurred in the Republic of Belarus in the sphere of insurance (guaranteeing) of bank deposits, liquidation, financial recovery, and bankruptcy of credit organizations, as well as the functioning of the banking market:

1. The journal “Bankauski Vesnik” No. 3/752 published an article titled “Development of Analytics of the Deposit Insurer in the Republic of Belarus,” prepared by Sergey Leonidovich Kisel, Head of the Bank Performance Analysis and Contribution Control Department of the State Institution “Agency for Guaranteed Reimbursement of Bank Deposits.”

The article provides a comprehensive overview of the essence, tasks, composition, and structure of the analytics of the national deposit insurer in the Republic of Belarus. It explores the factors, directions, and expected results of the development of this analytics in the context of the deposit insurer solving operational tasks and achieving its strategic objectives. At the same time, it outlines the stages of the evolution of analytics under the influence of changing legal conditions and emerging challenges for the guaranteed deposit reimbursement system.

2. The State Institution “Agency for Guaranteed Reimbursement of Bank Deposits” conducted a series of financial literacy events in the second quarter of 2026.

In the second quarter of 2026, employees of the State Institution “Agency for Guaranteed Reimbursement of Bank Deposits” traditionally held events to increase financial literacy in institutions of general secondary education in the city of Minsk. In addition, a lecture on the system of guaranteed reimbursement of bank deposits in the Republic of Belarus was organized for citizens of retirement age.

3. The National Bank of the Republic of Belarus published a review of activities and performance stability characteristics of the banks of the Republic of Belarus as of April 1, 2026.

In accordance with the presented data, bank performance indicators evidence the reliable, stable, and efficient functioning of the banking sector of Belarus. The regulatory capital adequacy of banks settled at 18.9%, with the minimum value established for an individual bank at 10% (12.5% including the conservation buffer). The liquidity coverage ratio across all banks amounted to 169.6%, with the requirement being at least 100%. The share of non-performing bank assets in assets subject to credit risk did not exceed the threshold value of 10% and amounted to 2.3%.

4. The national payment service “KROK” — a QR-code payment system — launched in the Republic of Belarus.

The service was developed in the Republic of Belarus, taking into account the specifics of national regulation, information security requirements, and the expectations of payment market participants. The service allows users to pay for goods and services directly from a bank account, bypassing the use of a bank card. The implementation of the project is aimed at increasing the speed and accessibility of payment services, as well as forming a new standard of payment services in the Republic of Belarus.

5. Since June 1, 2026, the refinancing rate has been reduced to 9.25 percent per annum

In the Republic of Belarus, the refinancing rate decreased from 9.75 to 9.25 percent per annum, and the overnight loan rate decreased from 11.25 to 10.75 percent per annum. The corresponding decisions were made by the Board of the National Bank of the Republic of Belarus on May 20, 2026.

6. Conditions are being created in the Republic of Belarus for using digital tokens (tokens) as a means of payment

By Resolution of the Council of Ministers of the Republic of Belarus and the National Bank of the Republic of Belarus No. 288/13 dated June 9, 2026, “On the Use of Digital Tokens (Tokens) as a Means of Payment,” it is officially permitted in the Republic of Belarus to use digital assets of companies for settlements between residents and non-residents.
