The Deposit Insurance Agency of the Russian Federation will ensure the insurance of funds under housing savings contracts starting January 1, 2027
On July 4, 2026, President of the Russian Federation Vladimir Putin signed Federal Law No. 230-FZ “On Amending Certain Legislative Acts of the Russian Federation”, under which individuals will be able to conclude housing savings contracts with banks starting January 1, 2027. This financial instrument will allow accumulating funds in a deposit and directing them towards improving housing conditions.
The accumulated funds can also be directed, at the option of the depositor, toward purchasing housing, participating in shared equity construction or individual housing construction, and as a down payment for a mortgage loan or to service an existing mortgage.
Deposits under such contracts can be opened for a term of no less than three years and can be replenished at any time.
At the same time, a separate deposit insurance limit is established for housing savings contracts, similar to escrow accounts, amounting to 10 million rubles per depositor in a single credit institution.
