A Meeting of the Expert Group on Harmonization Was Held in Minsk

In the city of Minsk, Republic of Belarus, on May 13-14, 2026, a meeting of the Expert Group on the harmonization of legislation in the field of bank deposit insurance (guaranteeing), liquidation, financial recovery and bankruptcy of credit institutions within the EAEU territory under the Advisory Committee on Financial Markets of the Eurasian Economic Commission (hereinafter referred to as the Expert Group) was held in an in-person format. The meeting of the Expert Group was organized by the state institution “Agency for Guaranteed Reimbursement of Bank Deposits (Deposits) of Individuals”.

During the meeting, members of the Expert Group, together with participants of the banking sector subgroup of the working group on the harmonization of legislation of the EAEU member states in the financial sphere under the Advisory Committee on Financial Markets of the Eurasian Economic Commission, discussed the draft Agreed Proposals on the Harmonization of Legislation of the Member States of the Eurasian Economic Union regarding the Functioning of Retail Deposit Insurance (Guaranteeing) Systems.

In addition, during the meeting, the Expert Opinion on the parameter “Tax Policy regarding Deposit Insurance (Guaranteeing) Organizations” was initially reviewed, and Expert Opinions on the following parameters were approved:​

• “Process Management and Internal Control System in a Deposit Insurance (Guaranteeing) Organization”;
• “Business Continuity System of a Deposit Insurer”;
• “Risk Management in the Deposit Insurance System and Stress Testing of the Deposit Insurance System”.
