International meetings of EAEU deposit insurers held in Moscow

A meeting of the Expert Group on the harmonization of legislation in the field of bank deposit insurance (guarantee), liquidation, financial rehabilitation, and bankruptcy of credit institutions within the Eurasian Economic Union (hereinafter – EAEU) under the Advisory Committee on Financial Markets of the Eurasian Economic Commission was held on December 9–10, 2025.

Representatives of the EAEU deposit insurers approved agreed proposals for harmonizing the legislation of the Union’s member states regarding requirements for deposit insurance systems, which marks a significant milestone towards the formation of a common EAEU financial market.

The meeting participants reviewed the drafts of the following expert opinions:

– “Risk management in the deposit insurance system, stress testing of the deposit insurance system” (rapporteur – Deposit Protection Agency of the Kyrgyz Republic);

– “Business continuity management system for a deposit insurer” (rapporteur – Deposit Protection Agency of the Kyrgyz Republic);

– “Process management and internal control system in a deposit insurance (guarantee) organization” (rapporteur – Deposit Insurance Agency of the Russian Federation).

In addition, the participants spoke about the revision of international documents in the field of deposit insurance:

– New edition of the IADI Core Principles (rapporteur – Kazakhstan Deposit Guarantee Fund);

– New editions of EU directives (rapporteur – Deposit Insurance Agency of the Russian Federation).

The meeting of the Council of Heads of deposit insurance organizations of the EAEU member states was held on December 10, 2025. The heads of deposit insurers of the EAEU countries and the Republic of Uzbekistan exchanged information on the situation in the banking sector and deposit insurance systems.

Representatives of the Deposit Insurance Agency of the Russian Federation spoke about the improvement of the information portal on deposit protection, which serves as a platform for dialogue between representatives of the Eurasian Economic Commission and deposit guarantee organizations of the EAEU states.

The meeting of the Working Group on cooperation in the field of digitalization of deposit insurers of the EAEU member states was held on December 10, 2025.

The Deposit Guarantee Fund of Armenia and the Deposit Protection Agency of the Kyrgyz Republic presented reports on IADI and EFDI publications on the topic of digitalization of deposit insurers.

In a roundtable format, the participants discussed the prospects for introducing artificial intelligence technologies into the work of deposit insurers and the future of agent banks in the context of electronic payouts.

Furthermore, a discussion was held regarding the Working Group’s Work Plan for 2026.
